The factors that influenced the adoption of Project Management Scheduling tools in the industry were also determined. Furthermore, the study assessed the impact of Project Management Scheduling on firms’ Project Success. This was with a view to developing a policy framework for effective use of Project Management Scheduling in the building construction industry. The study was conducted in Southwestern states of Nigeria. Primary data were collected using three sets of questionnaire. 250 questionnaire were administered on 25 firms comprising 50 project managers, 50 project clients and 150 project workforce. The respondents were purposively selected from Lagos, Oyo and Osun states. The first set of questionnaire were administered on the Project Managers to elicit information on the Project Management Scheduling tools used for the project activities of the firms. The questionnaire also elicited information on factors influencing the adoption of the Project Management Scheduling tools used by each firm in the industry. The second set of questionnaire was administered on the Project clients to elicit information on the Project Success Criteria on various past projects. The third set of questionnaire was administered on the Project Workforce. The results obtained were used to develop the framework for effective use of Project Management Scheduling in the building construction industry. Data generated were analyzed using simple percentages, weighted average and Analysis of Variance (ANOVA). The study revealed that 68% of the firms performed their project management scheduling service electronically. The study further revealed that Microsoft Project, Primavera and Customized tools were the scheduling tools adopted in the building construction industry in southwestern Nigeria while 84% adopted the use of Microsoft Project as their preferred tool from the other tools adopted. The factors that were revealed to be significant (p<0.05) in their influence on the adoption of the project management scheduling tools in southwestern Nigeria were Organizational Process Assets, Over-Allocation of Resources, Crashing, Technical Skill Acquired, Desire To Innovate, and Building Collapses. Similarly. From the study, Duration used to schedule project activities after the adoption of the scheduling tool was reduced. Furthermore, All the project success criteria were shown to have a significant difference (p<0.05) in their mean ratings from the impact of project management scheduling tool adopted. These are Customer expectations (F=6.24; p<0.05), on budget defined (F=8.13; p<0.05), and within the time stated (F=3.79; p<0.05). Others are Project completion (F=3.63; p<0.05) and quality of project (F=10.95; p<0.05). A two phase policy framework was also developed for the effective use of the project management scheduling tools. In conclusion, the study has shown that the use of project management scheduling tools reduced duration of scheduling project activities and further enhanced project success in the building construction industry in Southwestern Nigeria. Building projects by firms that adopted project management scheduling tools to schedule project activities were successful.
