Abstract
This study examined the existing Information and Communication Technology (ICT) tools for ensuring Service Delivery in Osun State Ministry of Information and Public Enlightenment in Nigeria, assessed the effect of ICT on service delivery in the study area, and analysed the challenges associated with ICT utilisation on service delivery in the study area. These were with a view to providing information on the nexus between impact of Information and Communication Technology on Service Delivery in Ministry of Information and Public Enlightenment, Osun State, Nigeria. The study adopted a concurrent mixed method research design. Both primary and secondary data was used in the study. The study population (274) comprised Ministry of Information and Public Enlightenment Staff Members (126), executive council members of Network of Non- governmental Organisations in Osun State (NETNOS) (43) and affiliate members of NETNOS (105). For questionnaire administration, a multistage sampling procedure was adopted. First, the participants were stratified into clusters: Junior and Senior staff members of Osun State Ministry of Information and Public Enlightenment; Executive Council members of (NETNOS) and the affiliate members of NETNOS for equitable representation. The second stage involved proportionate sampling in accordance with the size of each cluster. Finally, random sampling was utilised to select the participants. Krejcie and Morgan (1970) sample formula was used to derive a sample of 160 respondents. Interviews were also conducted with purposively selected six (6) directors in the Ministry and three (3) key NETNOS officials, totalling nine (9). Secondary data was sourced from Governmental reports, digital platforms, as well as published data from scholarly sources. Data obtained was analysed using percentages, mean, tables and chi-square. The study revealed that the Ministry utilised synchronous, asynchronous, software, knowledge based, and social media tools. However, social media and asynchronous tools were the most favoured and utilised of the ICT tools for service delivery. The study also showed that ICT utilisation enhanced information dissemination, update sharing, and communication of crucial messages to the public. The hypothesis indicated a robust association between ICT adoption and enhancements in service delivery. Finally, the study found inadequate ICT training programmes (92% agreed), cybersecurity concerns (94% agreed) and lack of integration of ICT with existing systems (89%) as the major challenges associated with the utilisation of ICT vis-à-vis Service Delivery in the Ministry. The study concluded that ICT significantly influenced service delivery in the Ministry of Information and Public Enlightenment in Osun State, Nigeria.
