Abstract
This study examined the cost and consequences of regionalism in the Western region of Nigeria between 1946-1967 which encompassed financial, economic, political and social elements sacrificed by the people of Western region in order to get their autonomy in 1946, and the effects of this accomplishment. The study defined regionalism as an administrative process of dividing the country into political-sub-units which was based on the principle of disaggregating a political whole such that it is broken into several units with coordinate and complimentary authorities. The study looked at the historical backgrounds to regionalism in the country which was introduced by 1946 Richards constitution and was entrenched through series of constitutional developments, amendments, and conferences prior to and after 1946.
This work was narrative and analytical in its approach, using data sourced from archival materials, newspaper and magazines, government publications, chapters from edited works and publication on the internet, and libraries especially from the collection of scholarly works by pioneers of Nigerian regionalism. It also made use of other books, inaugural lectures, and academic journals and papers particularly those relating to the Nigerian regionalism. The data collected were objectively examined, analysed, interpreted and discussed from a historical perspective.
The study found out that Nigerians clamouring for regionalism today shows that the agitation is an historical phenomenon in the country’s history and it was often a reflection of the mean treatment the minority group received from the dominant ruling class. Hence, that was why the quality of leadership in lieu of the structure of the Nigerian federation was the most crucial factor in the resolution of the minority question in the pre and early post-independence period.
This work however concluded that since the country has been a federal state before independence, the basic requirements of federalism have not been attained in the Nigerian federalism and that each region creation implementation has opened additional minority problems by playing up the differences among the communities that are constituted into the new regions. And the reality of these differences were usually either ignored or not sufficiently taken into consideration before administrative reorganization by Nigerian statesmen which has led to unceasing distorted political unity and national development in the country.
