| dc.description.abstract | The study examined the appropriateness of the thought process underlying the NDE programmes; it also examined the methods of technological learning and acquisition among NDE trainees, as well as determined the suitability of the NDEtraining programmes in promoting growth and reducing mass unemployment. This was with a view to establishing the technological impact of NDE and its drive for employment generation in the country. The study was carried out in Ogun, Osun, Ondo, Oyo and the Federal Capital Territory using both primary and secondary data sources. A sample of 200 respondents; 110 NDE beneficiaries, 40 NDE staff, 40 employers of labour, and 10 academic staff of Yaba college of technology Lagos, University of Lagos, Crown polytechnic Ekiti and University of Ado Ekiti were randomly selected for the study. The primary data were collected through questionnaires, and personal observation of NDE skill acquisition centres visited randomly and purposively in the study area. Oral interviews were administered to the NDE staff, NDE beneficiaries, academic staff and employers of labour. The secondary data were collected from annual reports, and consultation of relevant publications of NDE, so as to establish the thought process underlying the Directorate, its activities and the direction of its programmes. The questionnaires for NDE beneficiaries elicited information on the quality of the programmes and its efficiency in technological capability building. The questionnaires for the employer of labour elicited information on the relevance of NDE trainings and their challenges on employment. The questionnaire for the academic staff elicited information related to NDE performance and strategies for improvement on their performance. The final questionnaire for the NDE staff assessed the strategy of the NDE towards promoting job creation, growth and productivity. The result of the study showed unemployment rate to be 7.0% before applying the thought process (principles, strategy) underlying the NDE programme, which is, “to train and produce self-employed artisans as a measure to curb mass unemployment,” the unemployment rate rose to 31.4% and did not promote industrialization in Nigeria. However, they promoted self-employment. The methods of technological learning among the trainees involved both “watching” (43%) and “doing” (57%). The NDE beneficiaries were made up of 64.7% school certificate holders, who lacked the required theoretical knowledge for technological progress. The technological acquisition methodology of the NDE beneficiaries showed less than 8% of them self-fabricating or purchasing locally, 29% of them received their equipment as gift and 62% of them purchased externally. This was due to the lack of the required theoretical knowledge and technological capability. The study revealed that the total number of graduates trained 23,251 (20.8%) formed 2% of the total fresh graduates and 0.3% of the total pool of unemployed labour force.The study further revealed that the complexity of the NDE trainings was artisan-based and did not offer the required technological capability to bring about industrialization. Therefore, the training offered by the NDE, did not promote innovation and national productivity. The study concluded that the thought process on which the NDE was operating did not develop the technological capability of the trainees, and as such did not promote industrialization, productivity and curb mass unemployment. | en_US |
