Abstract
The study determined the material resources available in the public universities in Osun State; examined the physical resources available in the public universities; assessed the level of utilisation of the material resources in the public universities; assessed the level of utilisation of the physical resources in the public universities and assessed the influence of resource availability and utilisation on instructional quality in those universities. These were with a view to providing information on resource availability, utilisation and instructional quality in public universities in Osun State. The study adopted the descriptive survey research design. The population of the study comprised 36,333 undergraduate students of public universities in Osun State. The sample comprised 380 undergraduate students from Obafemi Awolowo University (OAU) and Osun State University (UNIOSUN) which were selected using multi-stage sampling procedure. Firstly, five science-based faculties were purposively selected from OAU and fourscience-based colleges from UNIOSUN. At the second stage, 56 students each were conveniently selected from the five faculties chosen from Obafemi Awolowo University to make a total of 280 respondents from OAU and 25 students each were conveniently selected from the four Colleges sampled in Osun State University to make a total of 100 respondents from UNIOSUN. The instruments used to gather data were structured questionnaire and checklist. The questionnaire, titled: Resource Availability, Utilisation and Instructional Quality Questionnaire (RAUIQQ). The checklist was used to obtain information on the availability of physical and material facilities in the universities by observation. The quantitative data gathered were analysed using percentages and regression analysis specifically multiple regression.The results showed that material and physical resources were available in the university in the following percentages: White marker boards (96.8%), Relevant course materials (87.4%), Relevant textbooks (80%), Projector (65.5%), Charts (45.5%), Health centres (96.6%), Libraries (92.9%), Laboratories (86.6%), Hostels (76.1%), Classrooms (61.8%) and Recreational centres (52.1%). The level of utilisation of resources was as follows: White marker boards (90.8%), Textbooks (86.4%), Course materials (87.9%) and Projectors (42.6%). The study also showed that libraries, classrooms and laboratories were used above 70%. Furthermore, the study showed that there existed a positively statistically significant correlation between the availability of resources (material and physical) on instructional quality (R2 = 0.053; p<0.05) and (R2 = 0.091; p<0.05) respectively. Finally, there was a positive statistically significant correlation between the use of resources (material and physical) and instructional quality at (R2 = 0.309; p<0.05) and (R2 = 0.418; p<0.05) respectively.The study concluded that the availability and utilisation of material and physical resources in public universities in Osun State had a positive influence on the quality of instruction passed across to students and thereby affected students’ level of exposure in their chosen disciplines.
